The five-storey under-construction structure that collapsed in Bellandur had a built-up area of just 400 square feet, violating the building sanction plan.

Muniveerappa M, joint commissioner, Mahadevapura zone, who was at the spot of the incident said the BBMP had sanctioned ground plus two floors and one additional floor based on transferable development rights in 2015. However, the owners constructed two more floors illegally," he said. It has 47 flats in all.

"The quality of construction is very poor. We will take stringent action against builders, owners and BBMP officials responsible for this. The Palike has already suspended two officials," Mayor G Padmavathi said.

The building, having apartments on its right and back side, collapsed on its left side which had a vacant plot and small road. Due to the proximity to several IT companies, this place between Eco Space and Bellandur lake is a hub of several buildings, accommodating paying guests. Local residents claim that the building had ground plus six floors. Painting and tile-laying work was on at the time of the accident.

The personnel from the Fire and Emergency Services and the National Disaster Response Force (NDRF) had a tough time rescuing the victims.

"We had to be extra cautious as a part of the building above us was supported by damaged pillars. With the help of a victim-locating camera, we created a passage and took the bodies out. It took three hours to bring out two persons. They were taken for treatment," said Subhesh K S, assistant commandant, NDRF,
Mahadevapura. The three deceased include a 27-year-old security guard who worked at the adjacent apartment. The identity of the two dead construction workers, who were among the four trapped under the debris, is yet to be known.

There could be a few others still trapped in the debris, according to the headcount given by labourers to the police. However, there is no confirmation in this regard.
Additional Commissioner of Police (East) P Harishekaran said a team of doctors was also part of the rescue operations.

"We can hear voices of people who are trapped under the debris. Oxygen is being pumped in. We do not know the exact number of persons under the rubble," he said.
