In view of public anger over the Bruhat Bengaluru Mahanagara Palike's (BBMP) plan to increase garbage cess from 10% to 15%, the Palike has decided to hold a public consultation.
Speaking to reporters here on Friday, BBMP Taxation and Finance Committee chairperson M K Gunashekar said the meeting would be held in the first week of January. The meeting will also facilitate consultation on the draft budget, which will be sent to the state government through the BBMP council for approval. The meeting will discuss ways to exempt apartment complexes managing their own waste from paying the cess.
Defending the proposed hike, Gunashekar said that the Palike is incurring a huge loss due to the solid waste management. He said the BJP, which was in power in the BBMP, had proposed the garbage cess on October 29, 2010, in the Palike budget. Union Urban Development Minister M Venkaiah Naidu has written to Chief Minister Siddaramaiah stating that the local bodies must generate their own resources for the Swachh Bharat Abhiyan, he added.
Gunashekar said the recent garbage contract had conditions such as use of GPS installed vehicles and direct transfer of salary into the bank accounts of pourakarmikas. "We intended to bring in transparency in solid waste management but due to pressure from garbage contractors we had to remove these conditions.
The Palike is gradually trying to do away with the contractors. We are procuring mechanical sweepers, dumpers and vehicles. Siddaramaiah has said that a large number of pourakarmikas on contract will be regularised by March 2017," he stated.
Gunashekar said that removing garbage contractors from the BBMP would take at least five to six years as it has to be done in a phased manner.
