A day after sinkholes at Hudson Circle led to traffic snarls, Bangalore Water Supply and Sewerage Board (BWSSB) has decided to fine Bruhat Bengaluru Mahanagara Palike (BBMP) Rs 10 lakh for damaging its water pipelines.
BWSSB assistant executive engineer, Central-1 sub-division, K Narasaiah said the use of heavy vehicles by BBMP for the ongoing TenderSURE work at NR Road damaged the water pipeline at one portion of the stretch.
"An old pipeline was damaged completely leading to water leakage. This in turn resulted in road cavities at several places on the stretch on Sunday morning, leading to traffic congestion. The pipeline, despite being old, was strong. The pipeline was laid two to three feet below the ground and due to the pressure of heavy vehicles, it gave away," he said, adding that a letter would be sent to BBMP higher officials for payment of Rs 10 lakh as penalty.
BBMP says there is no link between the TenderSURE work at NR Road and sinkholes at Hudson Circle. One of the officials said that the cavities were formed as the pipeline was old and leaking. The sinkhole formed on Sunday morning opposite to Hopcoms has been filled with cement on Monday by BBMP.
BBMP chief engineer (Projects, Central), K T Nagaraj, however, admitted that there could be damage to the pipeline while shifting utilities.
"TenderSURE is a massive work and if the pipeline is broken, then we will rectify it immediately by coordinating with BWSSB."
A traffic official from Halasuru Gate traffic police station said that traffic jams lasted for three hours on Sunday on KG Road, JC Road and surrounding places. The situation was under control on Monday, he said.
When contacted, Bengaluru Development Minister KJGeorge told DH that both BWSSB and BBMP should coordinate with each other and ensure TenderSURE works go on smoothly. When questioned on the road damage, the Minister said that when roads are getting repaired, minor damage is common. "I will speak to BBMP and BWSSB officials and keep tabs on the situation," he added.
BBMP Chief Engineer (Project Central), KT Nagaraj said: "If our TenderSURE contractor is found guilty of damaging the pipeline or any other utility, then the contractor will pay the penalty. We are coordinating with BWSSB and Bescom closely."
